Right to work or discrimination

For many years, I previously worked for the Isrotel hotel chain. When applying for a job now with this chain, I was told by the Human Resources department that they cannot hire me because my last manager placed a ban on my employment within this chain in the computer. On what grounds was a ban on my employment imposed, and is this discrimination in employment?
